Cranston Police Charge Three With Dealing Narcotics

Three independent investigations during February led to three arrests of narcotics dealers, police said.

CRANSTON, RI — Three independent investigations during February led to three arrests of narcotics dealers, police said. First, on Feb. 2, police arrested Henry E. Recinos, 39, of Cranston, near Dyer Avenue. Detectives said they had narcotics trafficking under surveillance, observed him and allege they found cocaine and crack on him. Recinos was charged with two narcotics offenses (manufacturing, possession, delivery Schedule I/II — crack cocaine; and manufacturing, possession, delivery Schedule I/II — cocaine); and with obstructing an officer. Police allege he tried to destroy evidence by trampling the bag of crack.

During the arrest, police seized $439 cash, which is being held for possible forfeiture. He is being held without bail pending his next hearing. The date is to be determined, police said, because he has a prior drug offense.

Then on Feb. 27 around 7:30 p.m., detectives stopped John Oliveira, 58, of Westport, Mass., in his car near Park Avenue. They allege they seized 50 grams of cocaine, 82 oxycodone pills, $1,400 cash and a 2004 BMW. The car and the cash are being held pending a decision about forfeiture. Olivera was charged with two counts of Possession of Schedule II narcotics with intent to deliver. He is being held without bail pending a bail hearing on March 13.

Finally, on Feb. 28, the Special Investigations Unit grabbed Ariel Almonte, 42, as he was allegedly making a delivery of heroin/fentanyl near Cranston Street. He was arrested with his 11-year-old daughter in the car. Almonte was charged with two narcotics offenses (possession with intent to deliver; and delivery) and possession of a firearm while committing a violent crime. He is being held without bail pending a bail hearing on March 15. After the arrest, detectives searched his Cranston home and allege they seized 47 grams of a fentanyl / heroin mix; a loaded Smith & Wesson 9mm handgun, a grinder, a kilo press, packaging materials and a powder that was not immediately identified. Detectives also seized $942 in cash and a 2006 Lexus, which are being held "pending forfeiture proceedings," police said.
