Passenger Refuses to ID Driver in Crash, Arrested For Obstruction

An East Providence woman was arrested Dec. 13 at 1:36 a.m. after she refused to identify the driver in a one-car crash on Park Drive the two were seen walking away from. 

When Officer Sandra St. Laurent arrived at the corner of 101 Park Drive and 40 Glen St. for a report of a car having struck a pole, she saw an unoccupied silver Nissan Altima with heavy front-end damage facing a nearby light pole. A moment later, she saw a woman, later identified as Katie Ann Silva, 27, of 3645 Pawtucket Ave., walking toward her, according to her report.

Silva smelled strongly of alcohol, according to the officer's report. Silva said she hadn't been driving, but refused to tell the officer who had driven the car, or how the crash had occurred. 

A witness who lived nearby said she observed the accident, confirming that Silva had not been the driver. She said Silva and another woman exited the vehicle and started arguing before walking toward the bike path. 

St. Laurent arrested Silva, charging her with obstructing an officer in the execution of her duties. Silva was also wanted on a bench warrant.
