Alleged Domestic Felony Assault Leads to Two Arrests

According to police, a domestic assault resulted in severe facial injuries and broken teeth, but the victim tried to contact the alleged assailant the same day.

Following a pair of domestic incidents, police arrested the primary aggressor on Jan. 24 and his alleged victim on Jan. 25.

  • Roger T. Hazard, 34, of 820 Point Judith Road, Apt. #3, Narragansett, was arrested at about 1:57 a.m. on Jan. 24 and charged with felony domestic assault and domestic disorderly conduct.
  • Kasee Joyner, 31, of 26 Chapel Terrace, Newport, was arrested at about 3:41 p.m. on Jan. 25 and charged with domestic trespassing.

According to police, they were first called to Hazard’s apartment on Jan. 23 at 6 a.m. At that time, they were made aware of a verbal argument between the two, but neither wished to press charges.

However, at about 1:26 a.m. on Jan. 24, police responded to South County Hospital to interview Joyner. Police said that according to a doctor, Joyner had suffered extensive facial damage, had had a tooth knocked out and a second one cracked, although an MRI came back negative for broken bones and fractures.

According to Joyner, she had looked at Hazard’s cell phone and found text pictures of himself, naked, that he had sent to other woman. She also found a picture of him having sexual contact with a woman in his office at Foxwoods.

Joyner told police that when she confronted Hazard with this information and threatened to tell his boss, he became upset and pushed her to the ground, and then kicked her in the head. Joyner said she blacked out for several minutes before waking up, and at that point left the apartment.

Police said Joyner told them she left for a bit, but then returned in an attempt to make amends with Hazard. According to police, after several hours, another argument and fight occurred between the two after Joyner asked Hazard whether he had had sexual contact with another woman.

According to police, when asked about the incident, Hazard said that in all of the fighting instances, Joyner had attacked him first by grabbing at his testicles. However, police noted that Hazard did not have any scratches or marks on him consistent with a fight.

As a result, Hazard was arrested and charged with felony domestic assault – because of the extent of Joyner’s injuries – and domestic disorderly conduct.

Hazard was arraigned in Fourth Division District Court on the morning of Jan. 24, and issued a March 6 date for Washington County Superior Court, because of the felony charge. A no-contact order was enacted between Hazard and Joyner.

However, according to police, Joyner broke that no-contact order multiple times on Jan. 24 and Jan. 25.

Hazard called them to lodge a complaint. He told police that Joyner had been by several times on Jan. 24 and Jan. 25, after the no-contact order had been enacted between them.

Hazard told police that Joyner had attempted to talk to him again about resolving their differences. A family member of Hazard corroborated his story.

According to police, at the time of Hazard’s complaint a search of the surrounding areas did not reveal Joyner’s car. A bulletin was issued to Newport police, who arrested her at 2:30 p.m. on Jan. 25. She was processed and released at about 7:30 p.m.

Police said the couple have a child, and a result, DCYF was notified of the criminal complaints.
