Deadbeat Dad Suspects: Sheriffs Pick Up 13 In Sweep

The police used a van as a mobile cell block to make the arrests and drive the suspects to Family Court.

The sheriffs division on Wednesday picked up 13 people in a sweep targeting suspects who allegedly owe a combined $417,928.37 in child support. Here is the press release.

Chief Sheriff David M. DeCesare said deputies from across the state were deployed to arrest more than two dozen people who were identified by the state Office of Child Support Services as top priorities for apprehension based on the amount of child support they owed. The Rhode Island Family Court previously issued Reciprocal Body Attachments for Failure to Appear for Non-support for each of these individuals.

The sweep, coordinated by Lt. Christopher Reilly, commander of the Division of Sheriffs Civil Process and Fugitive Operations unit, involved three teams of deputies working with Rhode Island State Police and local police departments to target 33 locations in eight cities and towns across the state.

Chief DeCesare reported that the teams were successful in arresting 13 people, including a registered sex offender, wanted for a total of 18 cases of failure to pay child support. They used a prisoner transport vehicle as a mobile cellblock and processing site, allowing quicker processing of those arrested who were then taken to Family Court.

Chief DeCesare further stated that representatives from the state Office of Child Support Services were pleased with the results of the sweep, noting that some of those arrested made payments towards their arrears while in court today – and that money will go directly to the families owed past-due child support.

Please note the court dispositions were not available at press time, and these charges and amounts are only allegations.

Those apprehended today include:

Travys Barros, 29, of Providence, said to owe $12,044.02

Leo Champagne, 51, of Woonsocket, said to owe $3,002.44 (Identified as a registered sex offender)

Lucas D’Alessio, 38, of Johnston, said to owe $6,745.69

Damon Delcore, 46, of West Warwick, said to owe $10,129.65 (no photo available)

Jobin Kankam, 40, of Central Falls, said to owe $33,258.08 (Also wanted on a District Court bench warrant)

Kenneth Kirk, 48, 39 Vine St., of West Warwick, said to owe $46,223.90 (no photo available)

Randy Lempitsky, 36, of Cranston, said to owe $65,635.37

Devin Lopes, 44, of Warwick, said to owe $20,965.51

Keith Montgomery, 42, of Woonsocket, said to owe $99,859.95

Shawn Myers, 44, of North Kingstown, said to owe $48,914.50

Aaron Simas, 39, of Providence, said to owe $13,714.23

Thomas Villella, 34, of Warwick, said to owe $29,912.24 (Also wanted on a Superior Court bench warrant)

Wayne Boss, said to owe $27,522.79 (age, address, photo unavailable)

Each of these individuals was brought to Family Court. The dispositions of their cases were not immediately available.
