Department of Health Actions: July 27 to September 27, 2012

The following reports are based on documents released by the Rhode Island Department of Health.

The Rhode Island Department of Health has announced the following disciplinary actions from its Board of Medical Licensure and Discipline. For more information, see the attached PDFs, or visit their web site.

  • On Aug. 29, the board voted to suspend the license of 48-year-old Lisa Noyes-Duguay, M.D. According to a report released by the board, an inspector determined that Noyes-Duguay admitted to writing two prescriptions for family members and distributing pills in bottles with improper labels. Inspectors said that 33 prescriptions were written for the family members for Suboxone, and a spoon with residue from a controlled substance was found in her office. Her license is suspended indefinitely, pending an appeal.
  • On Aug. 30, the board voted to suspend the license of 53-year-old Stephen Petteruti, a physician at Petteruti Family Practice of 250 Centerville Road, Building E, Warwick. According to a report released by the board, an inspector determined that Petteruti improperly wrote prescriptions for a family member for Oxycodone, Hydromorphone, Diazepam and Zofran, with no record of any exams being performed. Petteruti’s license is suspended indefinitely, pending an appeal. The board also noted a previous suspension in 1997, for improper sexual contact between Petteruti and a patient.
  • James Dernier, MD, reached an agreement with the department on punishment stemming from improper prescribing, namely, phoning in prescription refills without a proper physical exam of the patient. According to the department, Dernier, 58, agreed to only write prescriptions for patients seen in-person, and to take courses about proper prescribing. Dernier’s office is listed as Warwick Medical Walk-In at 1131 Warwick Avenue in Warwick.
  • David Stoll, MD, reached an agreement with the department on punishment stemming from the non-sterile preparation of Canadian chemotherapy drugs at his office. According to the department, Stoll, 61, will pay a fine of $1,500, be placed on probation for two years and agrees not to prepare any chemotherapeutic drugs in his office or purchase drugs from other countries. Stoll’s office is listed as 55 Hamlet Avenue in Woonsocket.
  • Jacques G. Susset, MD, reached an agreement with the department on punishment settling from a $500,000 award plus interest in a malpractice lawsuit. According to the department, Susset, 86, was liable for improperly diagnosing a patient’s kidney disease, which led to renal failure and a transplant. Via the agreement, Susset agreed to hand over his prescription license. Susset’s office is listed as 151 Waterman Avenue, Providence, with hospital privileges at Landmark, Miriam and Roger Williams.
