Narragansett Police Log: August 19 and 20, 2011

North Smithfield Woman Arrested for Disorderly Conduct

Johnna Marie Kiernan, 47, of 26 Lorrainie Ave., North Smithfield, was arrested at about 2:03 a.m. on Aug. 20 and charged with disorderly conduct.

According to police, they responded to the intersection of South Pier Road and Gibson Avenue after receiving a call about a verbal argument.

Police said when they arrived on scene, AAA Towing was assisting a car with a flat tire. A 41-year-old Narragansett woman, who was pulled behind the tow truck and another car, told police that she had stopped to assist the motorist.

According to police, the woman told them that while she was helping the person with the flat tire, a driver later identified as Kiernan pulled behind her and told her to move. The woman said that because Kiernan appeared to be intoxicated, she told her she should not be driving.

The woman told police that Kiernan then left her car, and took her keys out of the ignition and threw them into a bush. She said they then argued, and after it escalated, she called police.

Police said they approached Kiernan, who was sitting in the driver’s seat of her car. According to police, Kiernan told them, “The woman was right, I should not have been driving because I am drunk.” Police asked her how much she had been drinking, and she told them three glasses of wine.

According to police, they attempted to get Kiernan to call someone to drive her from the scene, but this caused her to become agitated. She allegedly told them, “Just tow my ******* car, I am drunk.”

Police noted that because the car keys could not be found, and because Kiernan’s car was blocking the roadway, a tow truck was called. Police said they asked Kiernan to remove her valuables from the car, and then they would transport her to headquarters to arrange for a ride home.

According to police, Kiernan repeatedly raised her voice and remained loud despite requests to stay quiet. Police said that when asked to be quiet, Kiernan told them, “You want to see me get unruly? I can be a ***** and make this situation worse.”

Police said that Kiernan then slammed the door shut on her car, gripped the steering wheel with a firm grip and told them, “You are going to have to drag me out of this ******* car.”

According to police, when Kiernan refused to come out of the car, they did have to physically remove her from the car. Police said she then went limp when she was out of the car, and had to be carried to the police cruiser.

Police said that during booking, Kiernan refused to comply at first, and was placed in a female holding cell. After several minutes, officers were told by dispatch to check on Kiernan.

According to police, Kiernan was standing on the bench with her blouse removed, and she was trying to tie it around the bars. Police told her again to calm down, which they said she finally did.

She was released later that morning after an arraignment by a justice of the peace, and issued a summons for Fourth Division District Court on Aug. 30.

Westerly Man Cited For Driving With an Expired License

Steven M. Mello, 43, of 236 Post Road, Westerly, was arrested at about 8:40 a.m. on Aug. 19 and charged with driving without a license.

According to police, an officer patrolling on South Pier Road clocked a red Chevy Monte Carlo driven by Mello at 30 miles per hour in a 25 mile per hour zone. A traffic stop was made near Caswell Street.

A background check revealed that Mello’s license expired on Aug. 3. He also did not have proof of insurance, and instead handed police an insurance receipt from January 2011.

Mello was issued a summons for the license violation, and also cited for speeding and no proof of insurance. Police told him he had 10 days to renew his license, and allowed him to drive from the car from the scene after an inventory search of the car came back negative for contraband.
