The driver, a 22-year-old Smithfield man, told police that he and Goodwin – a passenger in the car – were on their way to class for the day. A background check of both was performed, at which point Goodwin’s warrant was revealed.

Goodwin was placed under arrest and transported to Fourth Division District Court at 10 a.m. The driver was cited for the loud exhaust and allowed to drive from the scene.

URI Student Cited for Littering, Turn Signal Violations

Rogelio Luna, 23, of 6 Dogwood Drive, Coventry, was cited at about 1:42 a.m. on Jan. 23 and charged with littering. Police said Luna is a student at the University of Rhode Island.

According to police, an officer patrolling traffic at the intersection of Ocean Road and Burnside Avenue spotted a car turn on to Burnside without using a turn signal. The officer followed the car, and again noted that it made a turn on to Point Judith Road without using a turn signal.

A traffic stop was made near the West Wind Condominiums. Police said that while checking the information of the driver – Luna – they observed him throwing a cigarette out the window and on to the ground.

When asked if he had a functioning ashtray, Luna told police he had one, but he was nervous because of the traffic stop. He was issued a Municipal Court summons for littering and cited for the turn signal violations, and allowed to drive from the scene.
