Narragansett Police Log: January 5 and 6, 2012
Police say an intoxicated driver traveled alongside an officer's car for a short distance before cutting him off on Kingstown Road. Plus, several others are cited for suspended and "foreign" licenses.

Police: DWI Suspect Does Impression of Hunter Thompson, Drives Wrong Way on Kingstown Road, Cuts Off Police Cruiser
Daryl P. Hays, 31, of 2934 Post Road, South Kingstown, was arrested at about 10:04 p.m. and charged with second offense driving while intoxicated with a blood alcohol level greater than 0.15 and reckless driving.

According to police, an officer was driving east on Kingstown Road toward Prospect Street at 35 miles per hour. In his rear view mirror, the officer noted a car quickly approaching him.
The officer said that the car drove alongside his cruiser, traveling alongside it for several feet, before pulling out in front. According to police, in the process the driver almost hit the cruiser, and several other cars had to pull aside to avoid being hit.

Police said the officer immediately activated his overhead lights and siren. According to the officer, the car continued to swerve on Kingstown Road before taking a wide right turn without using his signal to continue on Kingstown at the intersection of Narragansett Avenue.
According to police, at that point the car pulled into the Pier Ice Plant parking lot and slowing drifted across the lot. A second cruiser was called to assist in the arrest.
Police said the driver – Hays – failed a field sobriety test. A search of his car revealed a half-empty bottle of Wild Turkey whiskey on the front passenger seat. According to police, Hays consented to a chemical test, which revealed his blood alcohol level to be greater than 0.15.
According to the Rhode Island Judiciary online court database, Hays pleaded no contest in May 2008 to a Charlestown police charge of driving while intoxicated. As a result, Narragansett police charged Hays with driving while intoxicated, second offense, in addition to reckless driving.
North Kingstown Man Cited for “Foreign License,” Unregistered Car
Daniel V. Miller, 30, of 241 West Allenton Road, Apt. #A, North Kingstown, was cited at about 3:09 p.m. on Jan. 6 and charged with operating a motor vehicle with a foreign license and driving an unregistered vehicle.
According to police, an officer was assisting the driver of a blue Chrysler PT Cruiser on Point Judith Road when he noted a red Pontiac Sunfire traveling on the other side of the road. According to the officer, it had a flat tire and pulled into a parking lot on Woodruff Avenue.
Because of the vehicle’s condition, police did a background check on the driver – Miller – and the registration. According to police, the car’s plates hadn’t been registered since 2007, and at that point in time, they belonged to a white 1998 Oldsmobile.
Miller provided police with a California driver’s license. According to police, Miller told them the car’s tire blew while he was driving to work at a Narragansett restaurant. He told police that he couldn’t get the car registered properly because he didn’t have his social security card.
Police cited him for the vehicle’s lack of registration, and provided him a ride to work. However, a further background check revealed that in addition to his California license, Miller also had a Rhode Island driver’s license. A check of that license revealed that it had been suspended in January 2010.
With the additional information, police went to Miller’s work and issued him a summons for operating a motor vehicle with a foreign license after his Rhode Island license had been suspended. He was issued a Jan. 17 date for Fourth Division District Court.
West Warwick Man Not Robber, But Doesn’t Have License
Fredrick S. Maynard, 41, of 27 Kenmore St., West Warwick, was arrested at about 4:22 p.m. on Jan. 6 and charged with driving with a suspended license.
A Third Division District Court warrant was also out for Maynard’s arrest, for the charge of failing to appear at a court hearing related to a previous suspended license arrest by East Greenwich police.
According to police, an officer made a traffic stop on Boston Neck Road of Maynard’s car, a silver Chevy Cavalier, because it matched the description of a car wanted for being at the scene of a breaking and entering.
Police said when the officer approached the vehicle, before even speaking, Maynard told him, “I don’t have a license.” He then handed the officer a Rhode Island ID card.
A background check revealed that Maynard had a warrant out for his arrest, and that his license was suspended. He was transported to police headquarters, arraigned, and released at 8 p.m. after posting $1,157 in bail.
According to police, upon closer examination, the vehicle did not match the one at the scene of the breaking and entering case. A passenger in the car did not have a valid license either, so it was towed from the scene. The passenger, a North Kingstown resident, declined a ride home from police and said he would walk.
Police Dog Roki Assists With Charlestown Case
According to police, they received a request for aid from Charlestown Police at about 8:59 p.m. on Jan. 6.
According to Charlestown police, during an attempted traffic stop, they saw the driver of a car – identified as Luke A. Balkun, of 2 Kingsland Court, Apt. #C, Charlestown – throw a bag of what they believed to be marijuana out the window. They asked if Roki could search the car.
According to Narragansett police, in a search of the vehicle, Roki indicated that there was marijuana under the center console. A search of the console revealed a baggie of marijuana.
Warwick Man Arrested on Warrant
Kevin E. Cormier, of 5 Shippen Ave., Warwick, was arrested at about 2:38 p.m. on Jan. 5 for a warrant.
No report for the arrest was available. According to the police log, Cormier willingly came into headquarters. He was released at about 4:38 p.m. The case has not yet been logged in, or has been dismissed and expunged from the Rhode Island Judiciary online court database.
