Three Out-Of-State Men Arrested for Fighting Outside Coast Guard House
Remarks about one man’s sister escalated into a fight between three men outside the Coast Guard House at about 1:06 a.m. on July 24, according to police.

Police arrested Steven Miller, 25, of 75 Miller Road, Hudson, NY, on charges of disorderly conduct and malicious property damage. Matthew DiManno, 26, of 66 Willis Lake Drive, Sudbury, Mass., and Joseph Ciampa, 26, of 821 Boston Post, Sudbury Mass., were arrested on charges of disorderly conduct, simple assault and malicious property damage.
According to police, several officers patrolling the nightly closing of the Coast Guard House were monitoring the crowd on Ocean Road when they heard an argument from the other side of the building. Police said Miller, DiManno, Ciampa and several others were arguing loudly, and were told to stop and separated.

Police said DiManno and Ciampa went to leave the area, as did Miller, who was with his sister and a friend. However, police said the groups crossed paths again, at which point Miller charged into Ciampa, tackling him into a squad car.
According to police, Ciampa kicked and fought back against Miller, while DiManno struck Miller’s friend, who was otherwise uninvolved in the fight. Three Narragansett police officers gained control of the situation by placing the three under arrest.
Additional assault charges were added to Ciampa and DiManno’s offenses based on a statement by Miller’s friend, who is dating his sister. The friend told police that the incident had started in the Coast Guard House, when Ciampa and DiManno had made offensive remarks about Miller’s sister, and also struck him.
A hearing is scheduled for all three men on Aug. 2 in Fourth Division District Court.
Narragansett Man Arrested for Suspended License
Christopher L. Smith, 30, of 45 Beech Road, was arrested at about 10:38 a.m. on July 24 on a charge of driving with a suspended license.
According to police, an officer patrolling Ocean Road clocked a car driven by Smith at 38 miles per hour in a 25 mile per hour zone. A traffic stop was made, and a background check revealed that Smith’s license was suspended.
Smith’s car was towed from the scene. He was also issued a Municipal Court summons for speeding.
Dog Eat Dog: Two Canines Possibly Abandoned on Frances Avenue
According to police, at about 12:03 a.m. on July 24, they received a report of two dogs howling at a home on Frances Avenue.
Police said that according to a caller, the dogs were not normally a problem this late at night. According to police, they knocked on the door, but did not get an answer. Police said that by peering through a window, the house appeared to be in disarray.
According to police, because of a concern about the well-being of the home owner and the animals, they entered the house. A search did not reveal anyone staying at the house, and police said the only number on file for the home was the house phone.
Police said in the basement of the house, they found a small brown dog in a bathroom. When they opened the door, police said the dog bolted out and attacked a small white dog in the living room. Police said the brown dog was secured back in the bathroom as a result.
According to police, the small white dog had a small cut on its mouth from the attack, but it appeared to be minor. Police secured both dogs in the house and notified the animal control officer to review the case in the morning.
