Narragansett Police Log: July 9 and 10, 2011

Police reported the following arrests.

Unless otherwise noted, information about the following incidents was supplied by the Narragansett Police Department. An arrest does not indicate a conviction.

Man Hit By Car, Continues Running

According to police, they received a report at about 12 p.m. on July 10 of a runner hit by a car on Boon Street.

The driver of the car, a 19-year-old Barrington woman, told police that she tapped the runner while driving about 5 miles per hour on Boon Street. She said that the man then said, “You hit me, you’re crazy, you ******* hit me,” and continued running down the street.

The driver’s statement was coorobated by a 19-year-old Barrington man, who was a passenger in the car, and a 42-year-old Warwick man, who was observing from the street.

All three witnesses said the man appeared to be unhurt, did not attempt to confront the driver, and continued running down the road. Police could not locate the man, and no charges were filed.

Brother Arrested After Play Fighting at Wedding

Jeffrey G. Ratigan, 22, of 19 Cypress St., East Greenwich, was arrested at about 10:30 p.m. on July 9 on a charge of disorderly conduct.

According to police, they received two reports from staff at the Village Inn that Ratigan and his 28-year-old brother had been in a fight in the lobby. Both witnesses said they heard the two fighting and a glass breaking. A stain on the floor, first believed to be blood, was identified as wine.

Police said they found Ratigan and his brother in the ballroom, where they were attending a wedding. According to police, they split the two up to be interviewed.

According to police, Ratigan’s brother told them they had been play wrestling, and it had gone a bit too far. Some wine glasses had been broken in the scuffle.

Police said that Ratigan appeared to be drunk, and when asking about the incident, said, “Nothing ******* happened.” Police added that a woman attempted to get Ratigan to calm down, which caused him to react and say, “Get the **** away mom.”

Despite repeated requests by an officer to maintain his distance, police said Ratigan kept leaning in and moving toward the patrolman questioning him. Because of this, he was arrested and charged with disorderly conduct.

Man Arrested, Car Towed After Dispute at Cumberland Farms

An argument with a store clerk led to the arrest of one man and the impounding of a car.

According to police, they received a report at about 12:30 p.m. on July 10 of an unruly customer at the Bonnet Shores’ Cumberland Farms. A clerk provided police with a description of the car, which was stopped at another business on Boston Neck Road.

Police said that the driver of the car said the clerk had misconstrued a joke about his credit card, which had been declined by the store. The clerk did not wish to press charges.

However, a background check revealed that one of the vehicle’s occupants, William R. Baxter, 22, of 74 Harper Ave., Cranston, had a warrant out for his arrest. According to police, the warrant was for failing to appear at a District Court hearing related to arrests for obstruction, resisting arrest and disorderly conduct.

Baxter was arrested and transported to police headquarters. He was released later that day after a relative arrived with bail money.

Police noted that the car, a black 1999 Saturn, was operating with four bald tires and an expired inspection sticker from October 2010. The driver also had no proof of insurance.

He was cited for no proof of insurance, operating an unsafe vehicle and an expired inspection sticker. The car was towed from the scene.

No Trespass Order Issued for ‘Lost’ Men

According to police, they received a report at about 1:40 a.m. on July 10 of three men breaking into a house on Caswell Street.

Police said that the renter of the house, a 50-year-old Richmond man renting the property, caused the three men to flee after preventing them from entering a back door.

According to police, one of the men – Matthew E. Lemire, 26, of 8 Fieldstone Drive, Shrewsbury, MA – was still in the backyard. A search of the nearby area produced Scott J. Woods, 27, of 1088 Stafford St., Rochdale, MA, and Keith B. Pion, 28, of 54 Eureka St., Worcester, MA.

Police said that all three men appeared to be heavily intoxicated. Lemire told police that they got lost trying to get back to a home on Mumford Road, which was about 1.5 miles from the house Lemire attempted to enter.

According to police, they transported the three to the Mumford Road house, where a sober relative said he would watch them for the night. The renter said he did not want to press charges, and just asked that a no-trespass order be issued.

Two Arrested after Fight at Beach Club

A pair of Narragansett men were arrested after staff at the Bonnet Shores Beach Club reported a fight shortly after 5:45 p.m. on July 9.

According to police, the dispute started as a verbal argument between Christopher T. Santilli, 22, of 93A Old Pine Road, and a 29-year-old Bristol man who serves as an assistant manager at the club.

Santilli told police that he didn’t like the manager because of a previous comment he had made in front of Santilli’s younger brothers. He said this is what they were arguing about that day.

According to another staff members, during the argument John R. Caruso, 22, of 60 Winterberry Road, struck a security guard. After a brief scuffle, all parties involved stopped and dispersed until police arrived.

Based on witness statements, police arrested Santilli and Caruso on charges of disorderly conduct. Caruso was also charged with assault.

Police Respond to Possible Overdose; Woman Transported to Hospital

According to police, they received a report at about 12:39 a.m. on July 10 of an unconscious woman near Inkberry Trail and Checkerberry Road.

Police said that the 36-year-old North Kingstown woman was unresponsive, but breathing. She was transported by the Narragansett Fire Department to South County Hospital for treatment.

According to the woman’s boyfriend, a 35-year-old Peace Dale man, she had been drinking sangria and hard alcohol all day. A search of the victim’s car also revealed a bottle of Oxycodone prescribed to her.

No further information was available.

Burglars Strike Cars on Crestwood Drive

According to police, they received several reports of stolen property on July 10 from cars on Crestwood Drive. According to the two victims, the thief or thieves gained access via unlocked car doors during the night of July 9.

A 42-year-old Narragansett woman said that two Nintendo DS game systems, about 10 games and two checks were stolen from her car, along with miscellaneous items like hand bags and a cell phone. She placed the total value of the stolen goods at $2,670.

A 44-year-old Narragansett woman told police that a four-person paddleboat owned by her family had been missing earlier that morning. However, the woman recovered it herself and said she didn’t want to press charges. Police noted that it looked like someone had burned through the boat’s locking cable.

A 79-year-old Narragansett man told police that his wallet had been taken from his car. The man said it included his social security card, several gift and credit cards, and his ATM card.

Police filed the witness statements. As of July 10, no arrests had been made.

Purse Stolen from South Pavilion

According to police, they received a report at 10:35 a.m. on July 10 of a stolen purse from the South Pavilion at Narragansett Town Beach.

A 45-year-old woman from Rochester, NY said that while she using the bathroom, she set down her white Jimmy Choo Wallet purse. According to the woman’s husband, the purse contained $350, six credit cards, three social security cards, a driver’s license and a house key.

Police filed the witness statement. As of July 10, no arrests had been made.

Bicycle Stolen from Central Street

According to police, they received a report at 7:46 a.m. on July 10 of a stolen bicycle from Central Street.

A 40-year-old man from Narragansett said he left his bike on the front steps of a house on Central Street. He then went in the house for 15 minutes, and when he came back out, the bicycle was gone.

The item was described as a 10-year-old purple Bianchi mountain bike valued at $150. Police filed the witness statement, and as of July 10, no arrests had been made.
