Narragansett Police Log: May 2, 3 and 4, 2011

Two Arrested Following Late Night Traffic Accident at Gas Station
Narragansett police arrested two people following a traffic accident at 1:19 a.m. on May 2:
- Jacob Chabot, 21, of 20 Lower College Road, South Kingstown, was arrested on misdemeanor charges of driving with a suspended license and obstruction.
- Shannon Curtis Galliano, 34, of 2 Crestmont Drive, Richmond, was arrested on a felony charge of possession of Oxycodone.
According to police, an officer monitoring traffic at a gas station on Point Judith Road heard a loud crash from the other side of the parking lot. He drove around and saw a large utility truck that was parked diagonally, as if the rear bumper had collided with one of the support columns of the gas pump.

Police said an officer made eye contact with the operator, Chabot, who ran off in the direction of a nearby liquor store. According to police, he was arrested by another officer shortly after running.
The first responding officer walked toward a nearby restaurant, where he was three other men attempting to leave the accident scene. One of the men, later identified as Galliano, said they had been in the truck, and that he gave Chabot permission to drive it. Police said the other two men were uncooperative.

After arresting Chabot, the other officer told the first officer that a search of the truck revealed a backpack with a bottle of Oxycodone not prescribed to any of the men. Galliano said the backpack belonged to him, and he was arrested for felony possession of a controlled substance.
Asleep Man Arrested for DWI
Stephen O. Larbi, 22, of 45 Sherman St., Pawtucket, was arrested at about 2:24 a.m. on May 4 on a charge of driving while intoxicated. According to police reports, Larbi is a University of Rhode Island student.
According to police, they received a report of a white Cadillac blocking the Route 1 South ramp on the Dillon Rotary. An officer responding noted that despite the car stereo being on loudly, the driver, Larbi, appeared to be asleep.
Police said they banged on the glass several times to awaken Larbi. When he awoke, police noted that he took his foot off the brake, causing the car to roll further down the road. The officer had to get back in his car and trail Larbi for a short distance before he pulled over for a proper traffic stop.
According to police, Larbi told them, “I’m gonna be straight with you, I had a few drinks.” Police said Larbi failed a field sobriety test, and at police headquarters, his blood alcohol content tested at a range between 0.149 and 0.165. He was arrested for driving while intoxicated as a result.
Two Arrested Following Domestic Arguments
A man and woman formerly engaged to one another were both arrested for domestic incidents on May 4.
According to police, at about 2:25 a.m. they received a report that David Mark Reels, 52, of 118 Bonnet Shores Road, Apt. #B, had assaulted Eileen F. Miller, 44, of the same address, by pushing her during an argument. After an investigation, Reels was placed under arrest for domestic simple assault.
Because Reels was the sole person on the lease, he requested that a no-trespass order be issued against Miller. Police said they issued the order to Miller, who told police that she understood.
However, at about 5:40 p.m., Reels called police back to the apartment and said that Miller had violated the no-trespass order. When questioned by police, Miller said that she had gotten into an argument with Reels’ 18-year-old daughter about a bicycle at the property. She was arrested and charged with domestic trespassing.
URI Student Issued Another Citation for Loud Party
Edward J. Essa, 21, of 220 Knowlesway Ext., Narragansett, was cited by police at about 12:15 a.m. on May 5 for being a public nuisance.
According to police, they received a report of a loud party at Essa’s residence. Police said about 10 to 12 cars were illegally parked, and loud noise could be heard from the road. Police noted that empty beer cans and red Solo cups were also scattered on the property.
Police said they cleared the house of about 50 to 60 people. The house already had a nuisance sticker on it, and Essa said he was the only renter present. He was cited for violating the town’s noise ordinance again as a result.
