North Kingstown 2017 Halloween Sex Offender Safety Map

NORTH KINGSTOWN, RI—Before the kids go out trick or treating on Halloween, it is a good time to take inventory of who is living in your neighborhood. According to the Rhode Island Sex Offender Listings, five high-level sex offenders live in North Kingstown. The names, addresses, and convictions of Level 2 and Level 3 offenders are posted online by the state.

Level 3 registered sex offenders are considered "high risk" to repeat a sex crime. Level 2 offenders pose a “moderate” risk to re-offend.

The identities of Level 1 offenders are not publicized online.

North Kingstown has three Level 2 offenders and two Level 3 offenders. The offenders are not wanted by police—and it’s illegal to use the following information to commit a crime or engage in any discrimination or harassment against an offender.

More specific information on the sex offenders is on the map at the bottom of the page, except for the one whose address is not given. His information is broken out below

Level 3 Offender:

• Allen Spencer, 62, of a Temporary Address. He was convicted of stranger rape in 1982 in Maryland for assaulting a 21-year-old woman. Then in 2012, he was convicted in Rhode Island for a 1980 first-degree sexual assault. That victim was a 23-year-old woman also a stranger. He also has "multiple convictions" in Rhode Island for failing to register as a sex offender.
