North Kingstown Man Sentenced to Year at ACI, Children Taken from Home
Victor Quinones, 52, is sentenced to a year at the ACI following a felony domestic assault charge, and five children are taken from his home by DCYF as a result.

WAKEFIELD – A North Kingstown man has been sentenced to a year at the ACI in the aftermath of that occurred in front of his children while he and the mother were drunk, according to police.
Victor Quinones, 52, of 6 Yorktown Road, North Kingstown, pleaded no contest on April 8 in Washington County Superior Court to a North Kingstown police charge of domestic assault. In return for his plea, additional charges of simple assault and disorderly conduct were dismissed.
Superior Court Associate Justice William E. Carnes, Jr. ordered Quinones to serve a year at the ACI, followed by a four-year suspended sentence and four years probation. He was also ordered to pay $575 in assessments and to complete domestic abuse counseling.

According to North Kingstown police reports included in court records, a neighbor called at 5:35 p.m. on April 2 to report the sound of breaking glass and screaming. According to the neighbor, he heard a child yelling, “Daddy stop!”
Police said that Quinones and the victim, a 33-year-old woman, claimed that their friend, a 35-year-old woman, had come over and trashed their apartment. Police said a television in the basement was ripped off the wall, several dressers were overturned, and broken mirrors and broken glass were on the floor.

However, according to police, a background check revealed that there was an active no-contact order between the victim and Quinones, unless they were in the presence of a DCYF counselor.
The two claimed that the counselor had just left prior to the incident. Police called DCYF, who said that a counselor would not be visiting a home on a Saturday, and also that the counseling between the two had been closed because of non-compliance.
When confronted with this information, the victim changed her story and said that she had caught Quinones in bed with the 35-year-old woman, and that she had wrecked the basement in anger.
However, when police interviewed the friend, she told a vastly different story.
The woman said that she had been staying at the home of Quinones and the victim for several days. In the past 24 hours before police were called, she said Quinones and the victim had both been drunk nearly the entire time.
The woman said that when Quinones was drunk, he made multiple attempts to have a sexual relationship with her, but she denied him each time. She said that in frustration, Quinones broke a kitchen table.
The breaking of the table caused the victim to come upstairs, from Quinones’ room in the basement. When informed of what had happened by her friend, the victim and Quinones got into a physical fight with one another.
Based on the severity of the incident and past incidents at the house, a DCYF investigator was called. According to the investigator and police, there were five children in the house but only four beds, hardly any food, and both parents were clearly drunk. The children ranged in age from 2 to 13.
As a result, custody of the children was transferred to a relative. While this was ongoing, the victim allegedly screamed at police, “You ******** are trying to take my ******* kids!” Police noted that her children were in the room during this outburst.
Later, the woman told police that she had drunk 42 beers from 9 a.m. on April 1 to noon on April 2. She also said the police were “ruining my life and making things worse for me.”
According to online court records, Quinones has an extensive past criminal record. He has 17 misdemeanor arrests from 2000 to 2011, and was arrested in November 2010 for an assault against the same victim.
