The testimony comes as the Senate faces yet another deadline to repeal and replace Obamacare, with the chamber's parliamentarian ruling late last week that the Senate can only use reconciliation — a procedure that requires just a simple majority and isn't subject to the Senate's filibuster rules which normally require a 60-vote majority — until the end of the fiscal year September 30.
