5 First Responders Who Left A Lasting Legacy In Montgomery County
The service and commitment of these remarkable individuals continue to inspire today's firefighters, police officers and EMTs.

Conroe-Montgomery County is fortunate to have dedicated first responders — police officers, firefighters, EMTs, dispatchers, and search and rescue teams — who work tirelessly to protect and serve our community. Their commitment carries forward the legacy of those who paved the way, demonstrating courage and dedication every day.
In partnership with T-Mobile, Patch is honoring the first responders who came before them — individuals whose impact continues to shape Conroe-Montgomery County. Today, we’re highlighting five remarkable figures who left a lasting mark on our community.
1. Deputy Charles Rivette (Montgomery County Sheriff's Office)
Deputy Charles Rivette dedicated his life to serving and protecting the residents of Montgomery County. Tragically, he was killed in the line of duty in February 2024 during a vehicle accident while transporting an inmate. His commitment to public safety and his ultimate sacrifice are remembered and honored by the community.
2. Lieutenant Joe L. Johnson II (Porter Fire Department)
Lieutenant Johnson II was recognized as Firefighter of the Year in 2024 by The 100 Club for his exemplary service. His leadership and bravery have significantly contributed to the safety and well-being of Porter and the surrounding areas.
3. E/O Kyle Muhle, E/O Joe Cuccia, FF Wesley Vera, and FF Chris Smith (South Montgomery County Fire Department)
These four firefighters were awarded the First Responder Clinical Save Award for their life-saving actions during emergency responses. Their teamwork and dedication exemplify the highest standards of the fire service.
4. Deputy-Specialist Jeff Lackey, Deputies Robert Burkett, Lizbeth Rodriguez, and Jay Villalobos (Montgomery County Sheriff's Office)
In January 2024, these deputies were recognized by the National Alliance on Mental Illness with the “CIT Deputy of the Quarter” awards for their compassionate and effective response to individuals experiencing mental health crises. Their actions led to these individuals receiving the care they needed, highlighting the importance of mental health awareness in law enforcement.
5. Jerry and Desi Bittner (Conroe 1st Response Family Clinic)
Retired firefighter Jerry Bittner and his wife, nurse practitioner Desi Bittner, founded the Conroe 1st Response Family Clinic in 2019 to provide comprehensive health and wellness care to first responders. In 2023, they expanded their services with a mobile clinic, bringing essential medical care directly to fire stations in Texas and beyond. Their dedication to the physical and mental health of first responders has had a profound impact on the community.
