DC Man Gets 28 Years For Rosslyn Sexual Assault: Police

Richard Allen Lowe will serve 28 years in prison for a 2017 sexual assault in Rosslyn.

ARLINGTON, VA -- A D.C. man is going to prison for 28 years for his role in a 2017 sexual assault in North Rosslyn, police say.

Richard Allen Lowe, 25, was sentenced on Friday after being convicted of unlawful wounding, abduction, burglary, and sexual penetration, according to a statement from the Arlington County Police Department.

Police were called to the 1500 block of Key Boulevard on May 7, 2017 to a report of a man who entered a residential building and started knocking on various apartment doors claiming to be a maintenance worker.

A woman opened her door, and Lowe attacked her and raped her, the statement notes. He then fled on foot.

Lowe was arrested Feb. 22, 2018.

“The defendant preyed upon his victim’s sense of safety by posing as someone she should trust in her own home," Arlington County Chief M. Jay Farr said in the statement. "While nothing can completely restore her sense of security, our community is safer today because of the significant sentences imposed by the court on a violent offender.”
