Spain Raises $192K, Outpaces Opponents In Arlington County Board Race

ARLINGTON, VA — Democrat Julius D. "JD" Spain Sr. continued to outpace his three opponents in the Arlington County Board race in terms of fundraising according to the latest state campaign financial filings. The four candidates are running in the Nov. 5 general election.

As of Sept. 30, Spain's campaign committee received a total of $192,476 in donations, according to the Virginia Public Access Project, which tracks campaign finance in the state.

By comparison, Independent candidate Audrey Clement reported receiving $17,511, Forward Party candidate Madison F. Granger raised $9,180 and Republican Juan Carlos Fierro brought in $8,516.

Spain reported his campaign received a total of $177,614 and spent $170,909 between Feb. 7 and Sept. 30, according to VPAP. He reported receiving $91,963 in cash contributions of more than $100; $21,297 in cash contributions of less than $100; $32,111 in in-kind contributions of more than $100, and $243 of in-kind contributions of $100 or less. His campaign also received $32,000 in loans. Taken all together, Spain's campaign had $11,362 left in the bank on Sept. 30.

Here are the top 10 contributors of more than $100 to Spain's PAC from February to the end of September:

  • $7,000 - Intl Brotherhood of Electrical Workers (Labor)
  • $5,000 - NOVA Area Labor Federation (Labor)
  • $5,000 - United Brotherhood of Carpenters (Labor)
  • $4,800 - Deborah C. Brittain (Retired)
  • $3,000 - Jeanne M. Broyhill (Mortgage Lenders)
  • $2,000 - VoteVets (Miscellaneous Single-Issue)
  • $2,500 - Baltimore Washington Construction & Public Employees
  • $1,349 - Richard Schumann (Retired)
  • $1,250 - Matt De Ferranti (Arlington County Board Member
  • $1,200 - Dean Franklin Amel (Financial Services)

Clement reported her campaign received $17,511 and spent $17,103 between Jan. 1 and Sept. 30, according to VPAP. She contributed $16,676 of her own money to the campaign. Her only other cash contribution of more than $100 was the $300 she received from management consultant James Thomas Hurysz. She also received $535 in cash donations of less than $100.

Clement's campaign had a starting balance of $2,442. Taking into account her total contributions received and expenditures, her campaign committee had an ending balance of $2,848 on Sept. 30, according to VPAP.

Granger's campaign reported receiving a total of $9,180 in donations between June 3 and Sept 30, according to state campaign finance reports. That money was made up of $3,300 in cash contributions of more than $100, $1,185 in cash contributions of $100 or less, and $4,675 in in-kind contributions of $100 or less. The campaign also reported receiving $20 in in-kind contributions of $100 or less.

Here are the top contributors to Granger’s campaign committee from June 3 to the end of September:

  • $150 - Cathy Yi (Non-Profit Employees)

Granger for Arlington County Board PAC reported spending $8,245 in total, according to VPAP. Taken all together, Granger's campaign had an ending balance of $932 on Sept. 30.

With $0 in the bank on July 12, Fierro's PAC received $2,350 in cash contributions of more than $100, $1,092 in cash contributions of $100 or less, and took out a loan for $5,074, according to VPAP.

Since July 12, Fierro's campaign reported $7,751 in total expenditures, leaving $763 in the bank as of Sept. 30.

Candidates are required to file their next financial reports with the Virginia Board of Elections on or before Oct. 28, which is the financial filing deadline before the Nov. 5 general election.
