David Bulova Out-Raises Almira Mohammad In 11th District HOD Race

FAIRFAX, VA — Democrat David Bulova has out-raised his opponent, Republican Almira Mohammad, in the race to fill the House of Delegates seat in the 11th District, according to the latest campaign finance filing.

Bulova's campaign reported on Friday that it received $73,654 between July 1 and Aug. 31, according to the Virginia Public Access Project. By comparison, Mohammad's campaign received $4,035 for the same reporting period.

In total, Bulova's campaign received $69,446 in cash contributions of more than $100; $2,745 in cash contributions of 100 or less; and $1,263 in in-kind contributions more than $100, as well as $200 in miscellaneous receipts during the reporting period. Adding that to a starting balance of $87,644 and subtracting $108,186 in expenses, the campaign had an ending balance of $53,118 on Aug. 31.

Bulova's top donations for the reporting period were:


  • $25,000 - Clean Virginia Fund
  • $5,000 - Virginia Beer Wholesalers
  • $5,000 - Headwaters Resort Political Action Group

In addition, three donors contributed $2,500 each to Bulova's campaign — VADPAC, Baltimore Washington Construction, and Premium Beverage Distributors of VA LLC.

As an incumbent, Bulova started 2023 with $123,867, much of which was raised during previous campaigns. In total, he received $46,403 in donations during the first six months of this year.

The largest donations the campaign received between Jan. 1 and June 30 were:

  • $5,000 - Clean Virginia Fund
  • $5,000 - Home Builders Assn of VA
  • $2,500 - Rivers Portsmouth Gaming LLC

In addition, he received $2,000 each from the following three donors: Firefighters - Local 2068, Nova Building Industry Assn, and VA Transportation Construction Alliance.

Bulova's campaign made two donations of $50,000 to the Virginia House Democratic Caucus, on on July 25 and the other one Aug. 25. This $100,000 accounts for the bulk of the $108,186 in expenses the campaign made during the latest reporting period.

Mohammad's campaign received $250 in cash contributions more than $100; $522 in cash contributions of $100 or less; and $3,263 in in-kind contributions, according to VPAP. Adding that to a starting balance of $1,460 and subtracting $3,619 in expenses, the campaign had $1,876 left in the bank on Aug. 31.

Mohammad's top donation between July 1 and Aug. 31 was for $250 from the Virginia Project Election CFO LLC.

The $3,263 in in-kind contributions came from two donations made by the House Republican Campaign Committee — $1,705 on Aug. 12 and $1,558 on Aug. 19.

This will be the first general election under the recently redrawn General Assembly districts. During the 2023 legislative session, Bulova was the delegate representing the old 37th District. The new 11th District includes Fairfax City, Fair Oaks, Oakton and parts of Fairfax County around the city.

The first absentee ballots for the General Election will be mailed on Friday, Sept. 22, which is also when early voting begins. Early voting will continue through Nov. 4, which is three days before Election Day.
