FAIRFAX, VA—While visiting family members recently in the Annandale area, Valencia Argueta stopped by the Checks Cashed store on Heritage Drive in Fairfax City to by a Virginia Lottery ticket. He opted for a Royal Riches ducat, scratched it and, yep, he was a winner—a $150,000 winner, no less.

"I never believed I'd win," he told Virginia Lottery officials. "We're still in shock." A painter from Oxon Hill, Md., Argueta said he has no immediate plans for the winnings, other using them on the baby girl he and his wife are expecting in June.
