NoVA Woman Shot By Officers Agrees To Lifetime Ban From CIA Property
A 27-year-old woman who was shot as she tried to enter CIA headquarters in McLean was released on bond, court records say.

MCLEAN, VA — A 27-year-old Fairfax woman who was shot outside CIA headquarters on May 22 was released on bond after she agreed to never visit the CIA property again or drive a vehicle for any reason, according to court documents.
Monia Spadaro agreed to those conditions during a bond hearing Wednesday in the U.S. District Court for the Eastern District of Virginia in Alexandria, according to court records. She faces charges of driving under the influence and eluding law enforcement’s attempts to stop her vehicle.
Judge William Fitzpatrick also made it a condition of Spadaro’s release that she not work for any establishment that served alcohol. And, she had to submit to testing for prohibited substances, including alcohol, court records say.

In addition, she agreed to live in her father’s home and not move from there without prior permission from the court.
Around 3:45 a.m. on May 22, Spadaro drove her gray Toyota Corolla onto the grounds of the George Bush Center for Intelligence in McLean at a high rate of speed, ignoring verbal commands by CIA officers to stop, court records say.

“The driver did not stop after the signals were activated and instead continued toward the main security gate, while executing several reckless maneuvers by changing lanes from outbound to inbound and back to outbound lanes of travel,” according to court records.
A marked CIA Police vehicle was stationed at the security gate with emergency lights activated in an attempt to stop the suspect.
“The Toyota Corolla disregarded all attempts to stop and continued toward the main security gate, while increasing its speed,” court records say. “A CIA Police Officer was positioned on foot near the security gate as the driver continued towards him and the gate at a high rate of speed. As the driver arrived at the gate, shots were fired, and the driver sustained a gunshot wound.”
After the Toyota slammed into one of the barriers at the gate, CIA Police officers extracted Spadaro from the car and took her into custody, according to court documents. She was treated at Inova Fairfax Hospital for her injury.
While there, Spadaro told hospital personnel she had been drinking at Patsy's, a bar and restaurant located in Tysons, according to the arrest report.
A CIA police officer who accompanied Spadaro in the ambulance reported that her eyes were glossy and bloodshot. The officer also reported that Spadaro smelled of alcohol.
