Prince William County Government: Prince William County 2021 VACo Achievement Awards Winners

The Virginia Association of Counties (VACo) announced the 30 recipients of the 2021 Achievement Awards, which recognize excellence.

The Virginia Association of Counties (VACo) announced the 30 recipients of the 2021 Achievement Awards, which recognize excellence in local government programs. VACo received 102 submissions. Prince William County had two winning submissions by the Finance Department Procurement Services Division and the Planning Office. Winning entries focused on addressing issues of inclusion, belonging, and reconciliation that challenges counties today.

The Prince William County Procurement Services Division received an award for its Workload Balance initiative. As the workloads increased and staff became overwhelmed, it became evident that a rebalance of workload for Procurement Officers was needed. To this end, the Assistant Director of Finance for Procurement Services, Adam Manne, and Erika Bukva, the Procurement Manager who oversees all non­capital procurements for the County, developed a method to measure current workload volume that incorporates both subjective/intangible factors and objective/measurable factors. The goal was to identify unbalanced workloads and opportunities for improved Procurement Officer alignment among County departments/agencies, to address the challenges felt by staff, and to provide excellent customer service.

The Planning Office’s Technology and Connectivity Plan also received an award. The Prince William County Technology & Connectivity Chapter of the Comprehensive Plan: Pathway to 2040 uses an innovative approach to planning for innovation in the future and leveraging the Technology & Connectivity Plan to improve service delivery, influence land use entitlement cases, direct legislative policy, and prioritize capital

investment into the future.
