Prince William Co. Supervisor Wins Democratic Nomination In Caucus For VA House Seat

A Prince William County supervisor was nominated for the special election to fill an open Virginia House of Delegates seat.

WOODBRIDGE, VA — Woodbridge District Supervisor Margaret Angela Franklin won the Democratic nomination for an open Virginia House of Delegates seat Tuesday.

Franklin was the winner of a caucus held by the Prince William County Democratic Committee and Stafford Democratic Committee on Tuesday. The caucus chose the Democratic nominee for the Virginia House of Delegates 23rd District special election. Franklin received 225 votes, while Dumfries businessman Muhammed “Sef” Casim received 109 votes.

“PWCDC and SDC are excited to get behind our nominee Margaret Angela Franklin and get to work," the Democratic committees said in a statement. "We fully intend to ensure that Margaret is successful in January, and are excited to do our part to maintain our 64 seat Democratic majority in the house. I want to thank our 30+ volunteers for their time and effort to make this caucus happen."

Del. Candi Mundon King, stepped down from the 23rd District seat after being appointed by Governor-elect Abigail Spanberger as secretary of the commonwealth. The committees had just five days to prepare the caucus, as House Speaker Don Scott announced a special election on Jan. 13, 2026 to fill the seat last Friday.

The Virginia Public Access Project labels the 23rd district as strong Democratic. According to the Prince William County Office of Elections, the Prince William County communities in the district are Eagles Point, Southbridge, Dumfries, Quantico and Triangle. The district also includes a portion of Stafford County.

Inside Nova reported that Verndell Robinson, a real estate agent and veteran, will run as the Republican nominee.

The Prince William County Office of Elections has shared details about the special election. Early voting will be held Jan. 3 to 10, 2026 at the Dumfries Community Center, A.J. Ferlazzo Building and Prince William County Office of Elections. Hours are weekdays from 8:30 a.m. to 4:30 p.m. and through 7 p.m. on Wednesdays, 8:30 a.m. to 5 p.m. Saturdays and 11 a.m. to 5 p.m. Sundays. An acceptable form of ID is required to vote in person.

Applications to vote by mail will be due by 5 p.m. on Jan. 2, 2026. Voter registration or updating a registration is due by Jan. 6, but same-day registration is offered in Virginia.
