Indecent Exposures Lead To 10 Charges For Man In Alexandria: Police
A known sex offender is facing charges for a string of indecent exposures in Alexandria neighborhoods, according to police.

ALEXANDRIA, VA — Alexandria Police have made an arrest in a string of indecent exposures that happened over two months.
According to police, the indecent exposures happened in the Del Ray, Rosemont and North Ridge neighborhoods. On Tuesday, police arrested Marc Westbrooks, 29, a known sex offender whose last known address is in Washington, DC. A grand jury indictment charges Westbrooks with four counts of indecent exposure and six counts of simulated masturbation with the intent to be seen.
The arrest follows detectives reviewing hours of surveillance video, interviewing numerous victims and witnesses, and working with the Alexandria Commonwealth's Attorney. Police say the charges are the highest possible penalty for the offenses under Virginia code.

"I applaud the efforts of the Commonwealth’s Attorney’s Office in presenting the indictment and the commitment of APD’s Criminal Investigations Bureau," said Alexandria Police Chief Tarrick McGuire. "The heinous nature of this crime has shocked the conscience of our community. Yet under current law, it remains a low-level misdemeanor and a clear threat to public safety, especially with those who have predatory criminal histories.
The police chief called for a legislative review of the penalties for these types of offenses in Virginia "to ensure the penalties for such offenses reflect their serious impact on victims and our community."
