1. Elegba Folklore Society to host 2025 Capital City Kwanzaa Festival (wric.com) — Richmond residents can celebrate Kwanzaa today at the 2025 Capital City Kwanzaa Festival, running 1 to 7 p.m. at the Greater Richmond Convention Center’s Exhibit Hall B. Hosted by the Elegba Folklore Society, the event features performances, a market, candle lighting, and tiered ticket prices with free admission for children under 12. 
2. Scott's Addition parking enforcement returns in 2026 (wtvr.com) — Parking enforcement is coming back to Richmond’s Scott’s Addition in January, ending a pandemic-era pause that began in 2020. Most residential streets will stay free and untimed, but high-demand commercial corridors will shift to timed parking to boost turnover and access as the neighborhood continues to grow.
3. Man dies after being hit by vehicle in Richmond on Christmas Day (wric.com) — A man died after being struck by a vehicle on Hull Street Road in Richmond on Christmas night, according to city police. Investigators say he was walking in the center of the road, outside a crosswalk, when a westbound driver hit him and stayed on scene. Richmond Police are asking anyone who saw the crash to contact their Crash Team.
4. Richmond's 5-cent plastic bag tax goes into effect on Jan. 1 (wtvr.com) — Starting in 2026, Richmond shoppers will pay a 5-cent tax on plastic bags at grocery, convenience, and drug stores, with most of the revenue funding local environmental projects and reusable bags for low-income residents. City officials hope the change will cut Richmond’s use of 8 million plastic bags a year, though residents are split over the added cost.
5. Virginia minimum wage rises to $12.77 as new laws take effect (wtvr.com) — Richmond-based state officials are rolling out a slate of Virginia law changes on Jan. 1, including a minimum wage hike to $12.77 and higher unemployment benefits. New rules will also tighten social media use for minors, expand breast and prostate cancer screening coverage, require fentanyl testing in ER drug screens, and crack down on toxic metals in baby food sold statewide.
