Police Log: Cab Driver Stiffed Twice; Officers Investigate Rowdy Party

A cab driver told Vienna Police a customer had fled the vehicle without paying twice in the same day.

The driver reported at 11:07 p.m. June 28 that on June 24, he dropped off a man along the 400 Block of Orleans Circle. He told the cab driver he would return with his fare, but he never reappeared.  Later that day, the cab driver picked up the same man in the 1000 block of Hillcrest Drive SW. During the trip, the cab driver stopped his vehicle and confronted the customer about the missing payment from the previous trip. Upon realizing the driver recognized him, the man fled for a second time, again not paying the fare.  The cab driver told police he didn't know the man's address.

Vienna Police are investigating a sexual assault that may have occurred at a party on Colin Lane, where officers also issued summons for three other youth for underage possession of alcohol.

Police responded at 12:40 a.m. July 2 to Colin Lane for a report of a loud party. After finding and interacting with several partygoers in the area, police arrested Cameron Medwedeff, 19, of Vienna and Spencer Ray, 20, of Vienna for underage possession of alcohol. Both were released after signing a summons.

Police also found a juvenile carrying alcohol. The teen was released to his parents. 

A woman attending the same party reported at 5:10 a.m. she was sexually assaulted. Police detained and spoke with several guests at the residence. They are still investigating the case.

Other highlights from the Vienna Police log, June 29 to July 5:

• A resident reported between noon June 20 and noon June 30 she had been receiving harassing text messages from her boyfriend's ex-girlfriend. She then began sending texts from another number. Police are investigating this case.
• A resident reported between noon June 22 and 10 a.m. July 1 someone stole a grey Trek bicycle from her backyard on Branch Road. The bike was not secured. It was later discovered a “Giant” men’s bicycle had been found left in its place.
• During a traffic stop at 11:27 p.m. June 28 at Park Street and Fardale Street, police detected alcohol on two juvenile passengers, who admitted to drinking alcohol. The teens were released to their parents.
• A citizen reported that someone had stolen his identifying information between 7 a.m. June 29 and 7 a.m. July 1 sometime during a trip to Giant Food, 359 Maple Avenue SE. They had apparently usedit to get a credit card. The card was apparently used to purchase gift cards that amounted to several thousand dollars. Police are investigating the case.
• A woman said a man approached her at 10:10 a.m. June 29 at Whole Foods Store, 143 Maple Avenue E, to make a sexually explicit comment. Despite searching the area, police couldn't locate the man.
• A man reported he was driving his car at 10:15 a.m. June 29 when he and another driver became involved in a road rage incident. As he attempted to leave, the second driver created a dent in the driver's trunk lid by hitting it with his fist. The second driver reported the same incident to the police station.  Police gave both information on the warrant process. 
• A citizen reported at 5:33 p.m. June 29 that a man was filling a swimming pool from a Town of Vienna owned water hydrant at Echols Street and Wolftrap Road SE. Police responded and discovered the man, who was using a Fairfax County water meter, hadn't known he needed one from the town instead. The man stopped filling the pool and told police he would get the correct meter. 
• While Vienna Police patrolled businesses without power following the derecho storm, an officer saw a man putting bags of ice into the back of his truck around 1:05 a.m. June 30 outside the Exxon Station, 395 Maple Avenue E. When confronted, the man said he sometimes takes items from the station and comes back with payment later. Police told the man to return the ice until the story was confirmed with store owners. Police spoke with employees, who said the man returned and paid for the ice. They didn't want to press charges.  
• A customer and an employee began arguing at 4:40 p.m. June 30 after the employee accused the customer of cutting in line at the pumps outside of James Madison Shell, 545 Maple Avenue NW. The customer said the employee hit his arm. Police asked the customer to leave the gas station and not return. Both were given information on how to obtain a warrant.
• Police responded to a report of  a motorcyclist falling off his motorcycle at 1:32 a.m. July 1 at Lawyers Road and Maple Avenue. Police found the motorcyclist on the ground with a minor cut on his right leg. He refused medical treatment. Police then suspected the driver was intoxicated and arrested Matthew J. Harvey, 32, of Herndon, with drunk in public. Harvey was taken to the Fairfax County Adult Detention Center where he was to be released when he was sober.
• Police responded to a report of a resident with a medical emergency at 1:47 a.m. July 1. The resident was taken to a local hospital.
• During a traffic stop at 2:55 a.m. July 1 on Park Street, police suspected a driver might be impaired. After failing several field sobriety tests, Grace Davidson, 18, of Vienna, was arrested for driving while intoxicated.
• Davidson was taken to Vienna Police Headquarters for breath analysis, but refused. She was taken to the Fairfax County Adult Detention Center, where she was charged with driving while intoxicated and refusing a breath or blood test. She was held on a $1,000 bond.
• A man reported at 9:30 a.m. July 1 someone may have pick-pocketed his wallet while he was eating at Amphora Restaurant, 377 Maple Avenue NW. Police are investigating the case.
• A citizen reported a construction crew was working at 1:43 p.m. July 1 on Moore Avenue, creating noise that violated the Town of Vienna noise ordinance. Police located the construction worker and informed him of the ordinance. He agreed to stop working.
• A resident reported at 10:54 a.m. July 2 he received threatening text messages from his brother-in-law following an argument over the care of their children during the derecho power outage. He decided not to press charges.
• A man reported between 1:30 and 4 p.m. July 2, his vehicle was hit by another vehicle on Follin Lane. The striking vehicle was identified, but the case is being investigated by another jurisdiction.
• During a traffic stop at 10:53 a.m. July 3 on Follin Lane, police discovered the driver had given them false information about his identity. After confirming the driver's true identity, police arrested Robert Wildes, 30, of Dunn Loring, with identity fraud and forging public records. Wildes was taken to the Fairfax County Adult Detention Center, where he was also charged with driving on a revoked license and speeding. He was held without bond.
• A woman reported at 7:15 p.m. July 3 she and her 9-year-old daughter got into an argument at Patrick Henry Library, 101 Maple Avenue E, prompting her daughter to flee and run eastbound on Maple Avenue. The father followed, but was not able to catch the girl. A neighbor located the daughter and brought her to the Vienna Police Station, where police talked to her about the dangers of running away. She was then released to her parents.
• A resident reported between 12:01 a.m. and 10:55 a.m. July 4, someone threw an egg at her front door on Manor Drive. 
• A man told police at 2:43 p.m. July 4 he was worried about a dog left in a residence near Ross Drive SW after the owner died; family member had been coming to take care of the dog but the man had not seen them in about a week. Police verified with the family the dog was getting food and water. The Animal Control Officer is investigating the case.
• A citizen reported finding a stray kitten at 5:22 p.m. July 4 that appeared to be in distress on Melody Lane. Police took the animal to the Fairfax County Animal Shelter; this case will be investigated by the Animal Control Officer.
• A resident reported at 5:30 p.m. July 5 he and his wife were arguing about her plans to drive to a nearby shopping center. The wife had a medical condition, and the husband did not want his wife because of it. The wife agreed to stay home until her husband could take her on the trip instead.
