New Potomac Shores Apartment Community Prepares To Begin Construction

The developing Potomac Shores community is getting an apartment community that will be near the upcoming VRE station.

DUMFRIES, VA — A new apartment community will soon begin construction in the developing Potomac Shores community in southeastern Prince William County.

Real estate investment manager Hines is developing a 365-unit market rate apartment complex in the Potomac Shores community. Hines is pursuing the project as a joint venture with Sumitomo Forestry Co., Ltd. and Chuo-Nittochi Co., Ltd. After the joint venture closed on the land, construction is expected to start later in July. The project's estimated completion date is 2027.

The apartment community is being planned around Potomac Shores' walkable town center that's under development. A groundbreaking for the future retail center was held in November 2024. In addition, the apartments will be one block from a new Virginia Railway Express station at the town center, with an estimated completion date in late 2026. The VRE parking garage with 350 parking spaces has already been completed.

"This water- and transit-oriented multifamily development is uniquely positioned as the only rental community within an already established mixed-use master-planned community," said Andrew McGeorge, senior managing director at Hines. "With minimal multifamily construction expected in 2025, the market has a heightened demand for high-quality, newly constructed apartment homes like this one."

Potomac Shores, located east of the Town of Dumfries, is a 2,000-acre waterfront development with thousands of single-family homes, townhouses and townhouse-style condos. Construction of homes had started in 2014, and the community has added amenities like a Shore Club, a Jack Nicklaus Signature Design golf course, recreation center., sports complex, schools, kayaking piers and walking trails.

The new five-story apartment building will have a mix of studio, one-bedroom, two-bedroom, and three-bedroom units. Amenities will include a coworking lounge, an entertainment center, a children’s play area, resort-style pool with cabanas, a fitness center, a rooftop sky lounge with an open-air terrace and views of the Potomac River, and outdoor recreational areas.

This is Hines' fourth residential development in Northern Virginia within the last year. Hines is also developing the 80-acre Thomas Farm in Prince William County into a community with 320 homes as well as master-planned communities on 245 acres in Loudoun County and nearly 13 acres in Manassas.
