As many have said we are all looking for a solution which will make everybody reasonably happy, and nobody wants to go to court. I am sure that is what the council felt they had done when the original plans were laid.  Little did they know what an emotional subject this would turn out to be. Well, I have a plan that will make everybody happy, satisfy the legal obligations of the contract with KCLS, save money, minimize disruption of library operation during construction, and the city still has the Big 5 building to dream about how to use to improve the West end of town business climate. Lets put the new library building right where the "old" one was. I mean the old Carnegie library which is now a patch of unused grass owned by the city a few feet north of the present library. And put it as close as possible, codes allowing, to the existing one, possibly connected by a breezeway. Hopefully present staff, office space and restrooms would then continue to be used saving money.Â
There are a "few details" to be worked out, but I think the basic idea would be acceptable to to most people.
Thank you,
