State leaders say they’re working to keep prices stable while the company files layoff notices and offers transfers or job help to Benicia refinery workers.

A Benicia shop owner recognized one guitar brought in for consignment, coordinated with officers, and helped lead to the suspect’s arrest when a second stolen guitar appeared.
