CVSan awarded SWANA’s Outstanding Public Agency Award
CVSan, a California Special District, has long been recognized for its leadership in zero waste.

On September 26th, Castro Valley Sanitary District (CVSan) was honored with the 2025 Outstanding Public Agency Award by the Solid Waste Association of North America (SWANA) Gold Rush Chapter.
CVSan, a California Special District, has long been recognized for its leadership in zero waste. Its small size fosters agility and creativity, enabling swift implementation of impactful programs for residents, businesses, and schools. CVSan was the first agency in Alameda County to launch residential curbside recycling (1991) and food scrap recycling (2002) and formally adopted a goal of zero waste in 2014.
Signature initiatives like its Schools Programs (1994) and Textile Collection (2019) have become regional models. CVSan’s Zero Waste Strategic Plan, now entering its third edition, charts a bold path for sustainable resource management.
