Suspect In Deadly Crash Leaves State, Arrested Upon Return

The suspect was taken into custody at Oakland Airport.

HAYWARD, CA — Nearly two months after a fatal hit-and-run collision killed a 26-year-old woman in Hayward, police have arrested the man they say is responsible for her death.

Kelvin Leovander, 36, was taken into custody April 4 at Oakland International Airport after investigators learned he had left the state but was scheduled to return. The arrest was made in coordination with the Alameda County Sheriff’s Office.

Leovander is accused of fatally striking Lydia Guerra, a Hayward resident, as she walked near the intersection of Tennyson Road and Calaroga Avenue on the morning of Feb. 10.

Hayward police officers responded to the scene around 7:53 a.m. and found Guerra unresponsive with major injuries. She was transported to a hospital, where she later died.

Leovander, who is not a Hayward resident, was initially detained at the scene and placed on a mental health hold. After his release from medical care, he was arrested and booked at Santa Rita Jail on suspicion of voluntary manslaughter and felony hit-and-run resulting in injury or death. He was later released pending further investigation.

Police said their investigation included extensive evidence collection, scene reconstruction, and vehicle analysis. That work led to a warrant being issued for Leovander’s arrest on the same charges.

“We are committed to thoroughly investigating tragic incidents like this to ensure justice for victims and their families,” Hayward police said in a statement.

After taking Leovander into custody at the airport, Hayward police booked him again into Santa Rita Jail, where he remains held on suspicion of voluntary manslaughter and felony hit-and-run resulting in injury or death.
