MANHATTAN BEACH, CA — An abandoned car near the dead end of Rosecrans Avenue this morning led to a foot chase and subsequent containment of a man who was transported to a hospital for a mental evaluation, said Manhattan Beach Police Sergeant Tim Zins.

The incident began with a call to police about an abandoned car that had possibly run into the dead end wall where Roscecrans meets The Strand pedestrian walkway. When police arrived, they found no one inside the vehicle and then searched it to see if they could find any identifying information. They found a driver's license and as they were about to tow the car, a man who matched the individual on the driver's license was seen nearby. When police called him over, "he took off running," said Zins.

Zins said Manhattan Beach Police officers were quickly abel to ascertain that the man was "someone having a mental breakdown" and changed their apprehension tactic from doing whatever they had to do to apprehend him to negotiating with him for 30-40 minutes in an attempt to have him calmly comply.

The man was seen in a side yard of a home in the 100 block of 36th Street as MBPD officers settled in at strategic points around the yard a distance away from the man. The man "was not speaking correctly," said Zins, so officers talked with him "rather than taking him out by force."

When the man presented himself, officers thought he might run again so they tackled him. The man was put on a stretcher and taken to a hospital for a mental evaluation. He is not being charged with any crime.
