The SEIR was drafted to address changes to the project, including enhancing a degraded area of marshland called Strip Marsh East and adding disabled vehicle pullouts in the center median.
According to Caltrans, reviving Strip Marsh East will benefit local animals and plants while providing a buffer against flooding. Meanwhile, traffic pullouts will reduce congestion and increase safety by providing refuge for disabled vehicles.
