Napa Promotes Longtime City Employee Joy Eldredge To Utilities Director

NAPA, CA — The city of Napa announced the appointment of Joy Eldredge as the utilities director, effective Jan. 1. Eldredge assumed the role after the retirement of Phil Brun.

Eldredge brings many years of experience in local government, having served the Napa community since 2006, first as a senior engineer, water general manager and most recently, deputy utilities director.

Prior to joining the city of Napa, Eldredge served as an associate engineer for the Contra Costa Water District and held project management and water remediation focused engineering roles in the private sector prior to that. Eldredge’s vast experience in the realm of water supply, operations and engineering will continue to serve the city of Napa well.

“I look forward to continuing the important work of protecting the City’s precious water resources and taking big strides toward meeting our recycling and composting goals,” said Eldredge. “The City of Napa is a leader in water quality, as well as innovative solid waste and recycling, and I am grateful to be a part of the future of our utilities management.”

Eldredge earned a bachelor of science in civil engineering, as well as a master in business from Bucknell University. Along with her wealth of knowledge and vast experience, her familiarity with the Napa community is an asset that will help improve and advance the many initiatives of the Utilities Department.

“Joy’s extensive experience in utilities management, as well as her engineering knowledge and ability to engage and inspire our staff as well as our residents, is invaluable,” City Manager Steve Potter said. “I look forward to continuing the great work of the utilities department under her leadership.”
