Update on residence of 563 Monroe Street, Napa. By Perfecto B. Garcia

Dear neighbors,

Deputy Chief Building Official Mr. Keith Marks sent me an email regarding my parent’s house in which I own now as of April 18, 2023. My understanding is that the Chief Building Official is to monitor his staff and make decisions on a foundation permit whether it should be approved or not.

Building Inspector 1: Mr. Craig Bogen, approved an unsafe foundation on December 23, 2014. Mr. Keith Marks, allowed this unsafe foundation of my parent’s home, why? I had no idea that my foundation was unsafe until Mr. Devon Webb, Napa Code Enforcement sent me a letter I believe it was dated May 31, 2023. I did some research and found out Mr. Craig Bogen and Mr. Keith Marks are responsible for my house at 563 Monroe Street, Napa. My parents were victims of the earthquake and victims of the City of Napa!

And now, I am a victim of Abuse of Power by the City of Napa, Chief Building Official Mr. Jason Williams and Mr. Devon Webb! I feel threatened by this Abuse of Power, and I feel like they want to extort money from me for something that I was not responsible for!

I am very Irate that the City of Napa is purposely committing fraud and extortion on myself!

I must hire several contractors to fix the damages of my house caused by the City of Napa.

And when I lift my house to remove the unsafe foundation, I will increase the square footage of my house and make my two story home livable. And I will have a front porch on the first story with a front door and a built-in stair inside the house leading to the second story. Also, at the back of the house I will have stairs for the second floor and first floor.
