Woman Arrested for Allegedly Striking Napa Police Officer

Upon arrival, officers saw Rachel Smallwood and Wesley Clark, 67, a Napa-area transient, on the west side of the courthouse.

Both subjects were lying on the benches in the courtyard area, under blankets, and had bags and other personal effects with them.

Both subjects were asked to leave the area. Clark complied and left the area, while Smallwood allegedly refused and became belligerent towards the officers.

At this time, Smallwood began to light a cigarette, but an officer directed her to stop.

Smallwood allegedly ignored the officer and continued to light the cigarette. At this time, the officer took the cigarette lighter from her hand.

Smallwood then allegedly struck the officer in the chest as she yelled obscenities at him.

Smallwood was immediately taken into custody and booked at Napa County Department of Corrections.

 A 21-year-old Napa man and a 17-year-old male juvenile from St. Helena were arrested at about 9:30 a.m. Wednesday on suspicion of grand theft, assault on a police officer, giving false identification to a police officer, conspiracy, receiving stolen property and failure to obey a juvenile court order.

 Michael Lewis Simmons and the male St. Helena juvenile were taken into custody at 1601 W. Imola Ave. Napa.

Officers were dispatched to the laundramat at 1601 W. Imola Ave. for two subjects sleeping inside.

 Upon arrival, officer located Simmons and a 17-year-old male sleeping on the floor of the business.

Originally the juvenile gave a false name. Officers located identification in his pocket which revealed his true identity.

With that information, officers learned, through a records check, that the juvenile was on active juvenile probation with terms of search and seizure. A search of the juvenile’s backpack resulted in the officers allegedly finding two camcorders and a GPS unit.

Officers then searched Simmons for identification and found two debit cards that belonged to a female in his pockets. One of the officers was familiar with the female.

A search of Simmons’ backpack resulted in officers finding numerous pieces of jewelry and power tools.

An officer contacted the female whose name was on the debit cards. She told officer she had made a stolen property report about the cards with the Napa County Sheriff’s Office.

She also indicated that a police officer with the Napa Police Department had jewelry and power tools stolen. Officers contacted the victim officer, who identified the stolen property as his.

 Property stolen was in excess of $1,000.

 Both Simmons and the juvenile were arrested and booked.

A 25-year-old Napa woman was arrested at 9 p.m. Wednesday on suspicion of meth and narcotic possession and transport, drug paraphernalia possession and DUI.

Kresta Dawn Arneson was taken into custody at 200 Hartle Court in Napa.

The incident occurred when an officer stopped Arneson for driving through a red light as she drove southbound on Soscol Avenue at Kansas Avenue.  The officer stopped Arneson on Hartle Court.

After displaying signs of drug use, Arneson allegedly admitted having a methamphetamine pipe in her possession.  Arneson was searched, which revealed suspected morphine and other pills and a glass smoking pipe with a usable amount of suspected methamphetamine inside.

Arneson did not have a prescription for the morphine or the pills. 

Arneson allegedly displayed objective signs of being under the influence of a controlled substance while driving a vehicle. 

Arneson was arrested and booked.
