PLEASANTON, CA — The Pleasanton City Council will continue reviewing a proposed two-year Operating and Capital Budget for FY 2025-26 and 2026-27 at their meeting Tuesday. They will also review the five-year Capital Improvement Program through FY 2029-30.

The city is facing an ongoing structural General Fund deficit of $10-12 million a year, and is proposing a budget with service reductions, internal reorganizations, and one-time funding solutions totaling over $9 million to close the gap.

The city's operating budget totals $248.2 million for 2025/26 and $257.5 million for 2026/27, according to a staff report. General Fund expenditures are projected at $165.2 million and $171.2 million, respectively, though this is not enough to close the deficit. Notable cuts include reducing Pleasanton Library hours by 23% and scaling back park maintenance services.

The five-year CIP outlines $221.7 million in total projects, with $86 million allocated for the first two years. Long-term capital needs are estimated at $900 million, leading the city to defer most new project funding decisions until the completion of an Asset Management Plan in late 2025.

Water and sewer projects totaling over $110 million are prioritized based on utility system plans, with future costs supported by a new rate structure recently approved by the council.

The proposals were informed by numerous community outreach, including public workshops, surveys, and a Budget Advisory Committee. The final budget adoption is scheduled for June 17.
