Robert Philcox, Former Pleasanton Mayor, Dies At 88
The city will lower its flags in honor of Philcox, who served as mayor and council member in the 1970s.
PLEASANTON, CA — Robert Philcox, who served as a Pleasanton council member from 1974 to 1978 and mayor from 1976-77, has died at age 88, the city announced Monday.
The city will lower flags at the Civic Center for 24 hours in his memory.
Philcox lived in Pleasanton with his wife Orley since the 1950s, according to Pleasanton Weekly. He is often remembered for what is deemed the “Philcox Horse Ordinance,” which banned horses in downtown Pleasanton.

“Former Mayor and Councilmember Bob Philcox was wholly committed to bettering
his community, as exemplified by his participation in many service organizations
throughout his life in Pleasanton,” City Manager Gerry Beaudin said in a statement.
“His tenure on the City Council was typified by his thoughtful efforts to sensibly and sustainably grow the Pleasanton community, as the city began developing into the premier place it is today. Through his leadership, Bob helped prepare Pleasanton for a period of transformative growth that positioned the city for long-term success. Today we honor Bob’s memory in gratitude for his service to our community.”
