San Ramon Names First Director Of Human Resources
Megan O'Donoghue served as the city's HR manager since 2022, and now heads the HR department.

SAN RAMON, CA — The city of San Ramon has named Megan O'Donoguhe as its first director of human resources, effective Monday, Nov. 3. O'Donoghue brings more than a decade of experience in human resources to the role, including serving as the city's HR manager since 2022.
In that role, O'Donoghue has overseen the city's HR functions, including managing the HR team, recruitment, employee and labor relations, employee and retiree benefits, and the development and execution of HR strategy and goals for the city. She also negotiated two memorandums of understanding for the San Ramon Police Officers Association and SEIU Local 1021, and helped transition HR from a division within the administrative services team to its own department.
“Since joining the City, Megan has brought fresh energy and strategic focus to our Human Resources team," San Ramon City Manager Steven Spedowfski said in a statement. ”Her efforts are strengthening our workforce and reinforcing San Ramon’s reputation as a top-tier public employer in the region.”

O'Donoghue began her career with Alameda County, where she took part in a rotational training program in 2016. In 2017, she was hired as human resources officer for the Alameda County Fire Department, where she was promoted to human resources manager in 2021. During her time there, she managed a team that provided HR services to more than 400 firefighters, and helped oversee the HR response to the COVID-19 pandemic.
Prior to working in human resources, O'Donoghue served administrative roles in various businesses and nonprofit organizations. She holds a BA in English and theater from the University of Notre Dame.

O'Donoghue is a Certified Labor Relations Manager (CLRM) through the California Public Employers Labor Relations Association (CalPELRA), and a Senior Certified Professional through the Society for Human Resource Management (SHRM-SCP). She serves on the Executive Committee for the Municipal Pooling Authority (MPA), and was recently elected treasurer for the Northern California City Human Resource Directors Association.
