County Staff Recommends E-Bikes On Open Space: Public Hearing
The community will have a second chance to way in on the controversial proposal.

BOULDER, CO -- The community has a chance to weigh in on a county staff proposal to allow e-bikes on county paths and trails at a public hearing before the County Commissioners Thursday, Nov. 8. Under the staff recommendations, both class 1 and class 2 e-bikes would be allowed on both regional trails and bike trails on the plains, with the exception of the Coalton Trail, the Mayhoffer Singletree Trail, and the Boulder Canyon Trail as requested by City of Boulder.
Under the proposal, all e-bikes would be banned from mountain trails.
Class 1 e-bikes provide electrical assistance only while the rider is pedaling, and the assistance stops when the bicycle reaches 20 mph. Class 2 e-bikes provide electrical assistance whether the rider is pedaling or not, but the assistance still stops when the bicycle reaches 20 mph.

Discussions surrounding e-bike use in Boulder County have been controversial thus far. Proponents explain that e-bikes help reduce reliance on cars and make trails and outdoor experiences accessible for older riders, those with disabilities, those with small children, and those carrying heavy loads. Other residents express concerns about safety when heavier and faster e-bikes mix with other users on already crowded routes, or have voiced dislike for the idea of any motorized transport on trails.
This is the second public hearing on e-bikes. After the Aug. 22 hearing, the commissioners directed the staff to refine their proposal to remove several trails from possible use and refine the definition of 'passive recreation' in the county's comprehensive plan.

Staff is currently proposing a one year pilot for the program to give the county an opportunity to conduct targeted studies on e-bikes at selected parks and trails in order to assess the pilot program.
The public hearing will begin at 3 p.m. on the third floor of the Boulder County Courthouse.
