The state has found Elmer's to be in violation of four statutes or regulations, including selling liquor to a minor and allowing a minor in the barroom area.
In addition, the bar was cited for not keeping records of daily alcohol sales and for violating regulations that mandate statements of age be signed by those whose "age is in question."

While a state spokesperson said she couldn't speak on this case in particular, she said state authorities often work with the business owners in situations like this rather than against them.
"It's technically like a settlement with liquor control. It really just depends," said DCP spokesperson Kaitlyn Krasselt Friday afternoon.
Krasselt said if a business works with state regulators, the impact of the penalties won't be as jarring to a business.
Ultimately, she said, the state just wants proprietors to comply with the law.
"Our goal is for businesses to come in compliance," Krasselt said.
Patch reached out to the owners of Elmer's Friday afternoon and a representative couldn't be reached for comment.
The bar has been in the news before, with the operation being shut down for two weeks during the pandemic om September 2020 because an uptick in Covid cases at CCSU was linked to the establishment.
