Individuals who live on one of the affected streets can apply for a "Residential E Permit (Beach District)" and all other city residents can apply for the standard "Residential Permit," the news release said. Approval of an E Permit does not guarantee available parking.

Residents will be given two guest passes that non-residents can use to park on the affected streets by displaying it in their rearview mirror or registering their car online, police said. Non-residents can also pay to park in the Grove Parking Lot on Coe/Cosey Beach Avenue.

Police will enforce the program by using a handheld device to scan license plates in the "permit parking only" zone. Cars that do not have a valid parking permit may be towed at the officer's discretion and owner's expense, police said.

Mayor Joseph A. Carfora said in a letter to residents that the program was born out of a collaboration between the Town Council, Police Commission and police department, and was the result of multiple public hearings where town officials heard from residents in the affected area.

"The purpose of the permit parking program is to improve the quality of life for the East Haven Town Beach community and visitors by providing a user-friendly and environmentally-conscious solution," the department said. "It is our goal to reduce parking congestion, traffic hazards, and illegal activities in and around the beach area."
