Glastonbury Lieutenant Accused Of Driving Drunk, Lying To Enfield Cops

Evidence suggests Lt. Kevin Troy drove home drunk from a bar, crashed his car, then lied to police about the incident, a report says.

GLASTONBURY, CT — A Glastonbury police lieutenant has been accused of driving home drunk from a Massachusetts bar and lying to Enfield police officers after he crashed his car, according to a report.

On Monday, Enfield police arrested Kevin Troy, 48, of East Windsor. Troy was charged with operating a motor vehicle while under the influence of alcohol and/or drugs, failure to drive in the proper lane, and interfering with/resisting an officer.

According to the arrest warrant application, which was obtained by Patch, Troy is accused of drinking seven glasses of wine at Murphy's Pub in Agawam, Massachusetts, on Feb. 6, before getting into his Jeep Wrangler and crashing it on Route 190 in Enfield.

Though he was the only person at the crash site when an officer arrived, Troy claimed he wasn't driving his car — instead, according to the report, he told officers that two men offered to drive him home, with one driving his car and the other following behind them.

He also claimed he was asleep in the front passenger seat at the time of the crash, according to the report.

But police said evidence shows Troy, who was later identified as an active Glastonbury police lieutenant, was the sole driver and had crashed the car.

For example, the passenger side door was pinned shut (meaning the operator couldn't have exited the car from that door), and blood found on the driver's side was consistent with an injury on Troy's face, police said.

In Troy's car, officers found an empty can of Voodoo Ranger Juicy Haze IPA beer, an empty can of Lawson's Finest Liquids Sip of Sunshine IPA beer, and a thermos containing "the remnants of a clear liquid having the odor of alcohol," the report said.

Additionally, police said, Troy was "evasive with his responses" about the situation — officers wrote in the report that he was unsteady on his feet and slurred his words, his eyes were glassy and unfocused, and he would "look away as though dazed and distracted."

According to the report, receipts show Troy ordered seven glasses of wine at the pub, and police said in security footage he can be seen leaving with a woman — not with two men, like his recount of the night suggested.

Police also said Troy called his ex-wife at 11:14 p.m., telling her he had been in a crash and needed to be picked up from the scene.

"The Accused was deceptive throughout the on-scene investigation, purposefully prolonged it unnecessarily, and falsely indicated he was not the operator of his Jeep at the time of the collision," the report reads. "The Accused went so far as trying to elude police detection of his operation of his Jeep prior to their arrival on scene by calling family members to pick him up as quickly as possible after the collision occurred."

The Journal Inquirer reported that Troy was placed on paid administrative leave on Feb. 7, and officials told the newspaper he was still on leave as of Tuesday.

Troy was released without having to post bail and is set to appear in Hartford Superior Court on May 24, the Hartford Courant reported.
