Greenwich Library Unveils 3-Year Strategic Plan

The 2026–2028 Strategic Plan was approved by the Library Board of Trustees in December.

GREENWICH, CT — Greenwich Library has announced a new three-year strategic plan outlining how it intends to expand access, strengthen community connections and position the library as a leading innovation and cultural hub.

The 2026–2028 Strategic Plan was approved by the Library Board of Trustees in December and was developed with assistance from Plan A Advisors.

The planning process included interviews with 24 community leaders, four roundtable discussions, a peer review of regional libraries and a visioning retreat with library trustees, staff, Friends of the Library and other stakeholders, according to the library.

Library officials said the plan is intended to guide the institution’s role as a community gathering place and a provider of educational, cultural and digital resources.

The plan centers on two major goals:

  • Welcoming In and Reaching Out – Building meaningful partnerships and rensuring access to the Library’s resources for every Greenwich resident.
  • Positioning the Library for a New Era – Balancing traditional collections and services with emerging resources to serve as a trusted community anchor and leader in digital transformation.

Among the initiatives outlined are expanded multilingual services and signage, increased partnerships with schools, cultural groups and human service organizations, and efforts to reduce the digital divide through updated technology and new types of collections.

The plan also calls for reinforcing the library’s role as a community "third space" for civic engagement and for investing in staff training and development.

"Our strategic plan reflects a forward-thinking approach that embraces innovation, connection, and collaboration," said Library Director Joseph A. Williams in an announcement. "This is more than a plan—it’s a vision for a Library where it bridges divides and strengthens our community."

Board President Ian Murray added, "The plan sets ambitious goals that will not only strengthen our services but also enhance Greenwich Library’s position as a trusted civic anchor for years to come."
