The East Hartford Animal Control Department is investigating a disturbing instance of animal abuse on Monday.

EAST HARTFORD, CT — East Hartford's animal control department is investigating another case of horrific animal abuse after it found a dog tied up to a guardrail near a highway Monday.

According to the East Hartford Animal Control Department, the male, 10-month to year-old canine was tied to a guardrail on Jayce Street, "dangerously close to Route 2 East."

"He was left with no food or water and luckily a good Samaritan gave him a blanket and water while they waited for us to arrive," wrote East Hartford animal control.

"He was showing some concerning neurological symptoms so we took him right to the vet."

Authorities said the dog appeared to be suffering from marijuana toxicity.
