Large Mixed-Use Project Planned For Prominent New London Spot
A proposal to transform a property into apartments and retail is on the docket for this week's Planning and Zoning Commission.
NEW LONDON, CT — The Planning and Zoning Commission is scheduled to review a proposed 68-unit mixed-use redevelopment of a building that housed The Day of New London newspaper, according to the meeting agenda.
The commission’s regular meeting is set for Thursday, Jan. 15, at 7 p.m. in City Council Chambers at City Hall, 181 State St., third floor. The meeting is scheduled to be held in person.
A public hearing will be held on a proposal to reuse and renovate the building at 47 Eugene O’Neill Drive. The application seeks approval for a special permit, coastal site plan, and façade review to convert the structure into a mixed-use development with 68 residential units and first-floor commercial space, along with related site improvements. A site plan waiver has been requested.

The $10 million project will include efficiency and one-, two-, and three-bedroom apartments spread across five stories of the building, according to The Day.
High Tide Capital, a company specializing in readapting historic buildings, is behind the project and paid $1.87 million for The Day building in 2023.

Also on the agenda is a separate façade review for 116 Bank St., where the applicant is proposing additional windows and siding changes on both the Bank Street and South Water Street façades.
A public hearing is also scheduled for a special permit request at 25 Jennie St. The proposal involves renovating an existing detached accessory structure into a detached accessory apartment. A survey and site plan waiver have been requested by the property owners.
In addition to the hearings, the commission is expected to discuss the city’s Plan of Conservation and Development, a long-range planning document that guides land use and growth in New London.
