Police ID Norwich Fatal Fire Victims

Two people, a mother and daughter, died in the blaze, according to police.

NORWICH, CT — Officials on Friday released the identities of a mother and daughter who perished in a fire early Thursday morning.

Carmen Vizcaino, 44, and her daughter Skylynn Owens, 8, died in the fire at 37-39 Otis St., according to police Lt. Thomas Lazzaro.

The cause of the April 10 fire remains under investigation, Lazzaro said.

Around 1 a.m., the Norwich Police Department Emergency 911 Communication Center received a 911 call reporting the fire.

Members of the Norwich Police Department, Norwich Fire Department, East Great Plains Fire Department, Yantic Fire Department, Taftville Fire Department as well as other fire services assisted with getting the structure fire under control.

Search and rescue attempts were made by numerous firefighters as well as police officers upon arrival, however the two victims “could not be located during the initial search,” police said.

“It saddens us to report that the residents of 37 Otis Street Apartment #2 were found deceased once the fire was placed under control,” police said, in an announcement Friday.

The Norwich Police Department, with the assistance of the Norwich Fire Marshal’s Office and the Connecticut State Police, are continuing to investigate the cause of the fire.
