WEST HARTFORD, CT — Traffic had ground to a halt early Monday morning after a tractor-trailer overturned on Interstate 84 in West Hartford, according to the state Department of Transportation, but it is now cleared. The DOT reports that the tractor-trailer flipped over on I-84 East between exits 41 and 43, resulting in the closure of the right and center lanes. Because of the accident, I-84 Eastbound was congested for 3.8 miles between exits 39 and 43.
