Wilton CFO Resigns After Taking Full-Time Town Administrator Position In Wyoming

WILTON, CT — Wilton’s chief financial officer resigned last week after town officials learned she had also been working full-time as a town administrator in Wyoming.

First Selectman Toni Boucher said Dawn Norton, who had been permitted in February to work remotely from Wyoming due to personal hardship, confirmed on Aug. 4 that she had accepted the role of town administrator and CFO for the town of Greybull, Wyoming. The appointment was announced in May.

According to Boucher, Norton’s 2022 employment agreement allowed some outside work, but not a second full-time position. A letter Norton sent in April stated she “may” take outside employment but did not specify the nature or timing.

"When we learned for the first time on Sunday night, August 3, 2025, that Ms. Norton had taken a full-time town administrator position in a Wyoming town, we were shocked and deeply disappointed by this action. Obviously, one cannot serve as the Wilton CFO and concurrently as the Town Administrator/CFO for a town in Wyoming," Boucher said in a statement Monday.

Town Administrator Matt Knickerbocker, Norton’s direct supervisor, said he learned of the Wyoming job on Aug. 3 from Wilton’s human resources director, who had seen the public announcement. Norton resigned Aug. 5 after being asked to step down.

Wilton has begun searching for an interim CFO and launched a formal recruitment process. The Board of Selectmen approved a new job description and search committee at a special meeting on Aug. 8, with applications due Oct. 1.

Boucher said the new CFO’s employment contract will require full-time dedication to Wilton’s financial operations.
