Wilton Man Arrested for Repeatedly Exposing Himself to a Minor

Yesterday at around 9:30 p.m. detectives from the Wilton Police Department (WPD) arrested a 50-year-old man, identified as Kenneth Phelan, a resident living off of Hubbard Road in Wilton, for 13 counts of Risk of Injury to a Minor, according to a release sent out moments ago from the WPD.

Police began investigating Phelan after receiving a complaint that the accused had allegedly “exposed himself to a minor child whom he was acquainted with,” according to the release. As the investigation continued, police determined that Phelan had repeatedly exposed himself to the child over a period of 13 months, and that Phelan had frequently masturbated while doing so.

Phelan was held on a $200,000 court bond last night; he was transported and arraigned at Norwalk Superior Court this morning.

Police are not revealing the age or gender of the child, as the investigation is still ongoing.
