What's Behind Windsor's Referendum Question?

A brief look at the town departments making up Windsor's operating budget, how much funding they requested and what they've been budgeted to receive per the proposed spending plan up for referendum Tues., June 4, 2013.

Tuesday's ballot will simply ask whether or not the town council's recommended appropriation of $100,779,250 to run the town through June 2015 should be approved.

What won't accompany the ballot question are the details behind the nearly $101 million spending plan.

On May 14, Windsor residents voted down the town council's first budget proposal, which represented a 2.14-percent increase over the current fiscal year. The proposal, through a series of cuts, including a $100,000 cut to the board of education's funding request, reduced the Town Manager Peter Souza's proposal by one full percentage point.

On Tues., June 4, voters will vote on a budget representing a 1.19-percent increase.

The most recent reduction was accomplished solely through an additional cut to the board of education's request — this time $500,000.

The following represents town departments, the amount of funding they've been approved for and, if different, the amount originally requested.

Board of Education: Requested $63,994,900; Approved for $63,394,900

Town Support of Education: Requested $4,324,020; Approved for $4,303,500

General Government: Requested $989,000; Approved for $$927,530

General Services: Requested $9,967,300; Approved fro $9,361,500

Safety Services: $9,196,050

Public Works: $5,036,000

Information Services: $443,180

Administrative Services: $2,079,040

Tax Collection Rate: 98.80 percent

Landfill Enterprise Fund: $2,386,160

Caring Connection Adult Day Care Center: $649,540

Windsor Child Development Center: $1,331,430
